Tuesday the Owensboro City Commission approved an ordinance authorizing Owensboro Municipal Utilities to borrow up to $5.5 million to design a major water plant expansion. The plan is to triple the capacity of the Cavin Water Plant on Kentucky 144 and to spruce up the old Plant A water plant to keep it chugging for another 4 years. The entire project is estimated at around $44 million. The Commission then heard the first reading of an ordinance creating a downtown tax increment financing (TIF) district. That’s when property developers get re-paid by the state from the increased tax revenue in their developments.
