Concerns of identity theft and other forms of fraud are to blame for the Kentucky Department of Revenue pumping the brakes on issuing state tax refunds. State revenue officials say the agency is implementing new security features. Officials say they’ve stopped $16.5 million in fraudulent refund requests. The result? A delay of at least 21 days before refunds will be issued.
