The death of a dog that was shot with an arrow in Louisville is leading to the proposal of stricter animal abuse laws. House Majority Whip Kevin Bratcher is pre-filing two pieces of legislation intended to crack down on animal cruelty. One bill includes a good Samaritan law allowing people to break into cars to rescue pets from extreme heat. The other bill would increase the punishment for anyone convicted of animal cruelty for the second time.
